San Mateo County's English-learning students have surpassed their peers statewide on a test measuring their command of the language after lagging behind in recent years, according to a report released Friday.

The 2009-10 results of the California English Language Development Test showed that 41 percent of the county's English learners scored at an "early advanced" and "advanced" level of proficiency, according to the report from the state Department of Education.

In contrast, about 40 percent of California's 1.3 million English learners reached at least the early-advanced level, according to the report.

Programs targeting English learners may be helping.

In Redwood City, Sequoia High School offers a program that puts English learners in small groups and has them go through exercises integrating their reading, writing and speaking skills.
