The New York State Education Department is recruiting expert reviewers to participate in the formal evaluation of applications from public school districts and charter schools for the 2004-2006 Reading First program funds. Reading First, part of No Child Left Behind Act of 2001, is a federally funded initiative with the goal of improving early reading instruction in grades K-3 in low performing, high poverty school districts and charter schools. Reading First funds must be used to implement research based instructional practices and professional development for teachers and educators (principals, instructional leaders and other administrators).

Reading First Expert Review Teams

* Each team will be composed of three individuals.
* Teams will participate in one day of orientation and training and two days of formal proposal review.
* Proposal reviews will be completed initially individually, and Review Team Members will then work together to reach a consensus score for each proposal reviewed.

Prospective Reading First Reviewers must have demonstrated knowledge of scientifically based reading research and its application in low-performing high poverty schools. Additional skills should include experience in grant review, ability to participate in consensus decision-making, ability to articulate clearly and to document observations.

Preferred Criteria for Reviewers

* Advanced credential in Reading (Master’s level or higher)
* Significant experience in using, studying or evaluating research-based reading programs, strategies and approaches in low-performing / high poverty schools
* Publication in peer-reviewed professional journal
* Documented experience in providing professional-level presentations on research-based reading instruction and/or review and support of implementation of research-based reading instructional practices in schools
* Full commitment to goals and philosophy of Reading First

Note: Prospective reviewers with a formal relationship to assist an eligible school district or charter school with the Reading First application, or with a commercial vendor of reading instructional programs or materials, may not participate. This restriction is necessary to help to ensure objectivity and fairness in the competitive review process.

Reading First Reviewers will receive an honorarium and reimbursement of travel, accommodation and meal expenses during the review period.
